Pablo is a Mexican-American heating and air-conditioning contractor in the Phoenix suburbs, a Catholic and a swing voter who weighs every policy by its cost to his firm. He represents the Latino small-business owner whom each party courts but neither party keeps.
Who they stand for
Pablo represents the Hispanic voter of the Sun Belt whose family has been American for generations and whose politics owe nothing to their own immigration status. Arizona's Latino voters were mobilised against the Republicans by Senate Bill 1070 in 2010 and by Sheriff Joe Arpaio's immigration sweeps. They voted Arpaio out in 2016 and helped carry the state for Biden in 2020, the first Democratic win in Arizona since 1996. After that, enforcement stopped affecting men like Pablo directly, the inflation of 2021 and 2022 began affecting his profit margins instead, and Hispanic men across the country, Arizona included, moved towards Trump in 2024.
That pattern describes this whole line of personas. Rio Grande Ofelia drifted towards the Republicans over abortion and a sense of neglect by Democrats. Mesa Ruben swung back towards the Democrats because the Minutemen militia and Arpaio were targeting people who looked like him. Pablo, whose own citizenship nobody questions, now votes mainly on taxes and abortion again. The overall drift across these three personas, over thirty years, has been towards the Republicans, interrupted only when Republican enforcement affected Pablo personally. The workplace raids of the second Trump term test whether that enforcement reaches him again.
Playing to them
Pablo responds to how a policy affects his business finances. He favours a tax cut, a lighter permitting process, cheaper diesel fuel for his vans, and small-business loan programmes. He is a practising Catholic who personally dislikes abortion, but he votes on that issue only when the candidates otherwise offer him no clear financial difference. He will not forgive a minimum-wage rise or a workplace-safety rule that is presented as having no cost to business, an IRS that treats a contractor as a suspect, or immigration enforcement that stops his cousins and his work crew on their way to a job, which is the one exception to his usual focus on money.
Winning his support on regulation and taxes loses the support of Detroit Denise, Valley Rosa, and Vegas Danny, whose wages those rules are meant to protect. Winning his support on abortion loses the support of Plain Jane, Miami Maria, and Edison Chen, who all support abortion rights. A Democrat can hold his support only by leaving his business alone and letting the Republicans handle immigration enforcement. A Republican holds his support by keeping immigration raids away from Phoenix.

Ruben is pushed back toward the Democrats by Sheriff Arpaio's sweeps and the Minutemen, because that enforcement targets people who look like him. Pablo owns a business and nobody questions his status, so he votes on taxes and abortion again. Across thirty years the drift is rightward, interrupted by the one decade in which Republican immigration enforcement was aimed at him.
