Canon events

A canon event is a historical event that the game fixes to a particular month of a particular presidency, so that it always happens in that month. The game checks for a canon event before it chooses any other event for the month, which means that random events, generated events and war reports cannot replace it. A workshop pack can define its own event for the same month, and that event takes priority over the canon event. This is how a pack can present an alternate history in which the event does not happen.
