Dallas is a scripted event: it is written to happen in a specific month of the term rather than being drawn at random. It plays in the thirty-fifth month of a Kennedy presidency that begins in January 1961, which falls in November 1963. It happens once and does not recur.
The event
The briefing reports that shots were fired at the presidential limousine during a motorcade through downtown Dallas, that Governor John Connally was struck and is in surgery with serious chest wounds, and that the President is unhurt but visibly shaken. It reports that the Secret Service shielded the car on the run to Parkland Memorial Hospital, and that Lee Harvey Oswald, a former Marine with ties to the Soviet Union and Cuba, was arrested at a nearby theatre. It frames the moment by saying the country is terrified, that the President's survival is being called miraculous, and that the response to the shooting, to the suspect and to the security failures will define the presidency. Three responses are offered. One is a White House address announcing a full federal investigation. Another is a review of presidential security paired with a demand to know how Oswald got so close. The third is a hospital visit to Connally with a call for unity while the FBI investigates. The player answers in their own words, as with any other month, and the game reacts to the answer in the usual way.
Where this fits in the game
The presidency game normally carries a monthly chance that the President is assassinated. In a Kennedy presidency, that chance is set aside for November 1963 in favour of this scripted attempt, so the President always faces the Dallas shooting rather than a random one that month. Once it has played, the following months return to the game's ordinary mix of events.
